Investigaciones preliminares indican que Abbas obtuvo una <strong>residencia temporal en Bolivia gracias a un certificado de antecedentes emitido por INTERPOL que no mencionaba la alerta internacional<\/strong>.<\/p>\n\n\n\n<p>El 3 de diciembre de 2025, Abbas fue entregado por el SEGIP al sargento Heriberto Quispe, aunque el sistema mostraba la alerta. Seg\u00fan las denuncias, la <strong>sargento Mar\u00eda Elena Maldonado S\u00e1nchez y la suboficial Laura Arispe habr\u00edan gestionado el certificado<\/strong>, induciendo al <strong>director de INTERPOL en Santa Cruz, Cnl.
